Fairfax Participating In Federal Program To Assess Drug Use

If government studies are a reliable guide, about 25,000 residents of Fairfax County -- 2.5 percent of its population -- have used cocaine in the past year. The same data from the National Survey on Drug Use and Health suggest that about 9,000 have partaken within the past 30 days.

Those estimates, based on personal and computer-assisted interviews, rely almost completely on the candor of the respondents. The Bush administration, hoping to someday broaden the government's knowledge of illegal drug use, is probing the mysteries of Fairfax's sewage for a clearer picture.

Earlier this month, the county agreed to participate in a White House pilot program to analyze wastewater from communities throughout the Potomac River Basin for the urinary byproducts of cocaine.

"It's a very strange request," Board of Supervisors Chairman Gerald E. Connolly (D) said of the White House program. "We're ready to do anything and everything we can do to eliminate illicit drug use. But I'd want to know a lot more about what this will actually lead to."

The White House Office of National Drug Control Policy said it is not seeking to single out specific localities. It also is premature, officials said, to conclude that levels of metabolized cocaine in sewage offer a more accurate index of consumption than traditional survey research.

But David Murray, special assistant to national drug czar John P. Walters, said wastewater testing, which has been tried in Europe, "certainly has that potential."

"We think it will be very, very useful," Murray said.

County workers collected five days' worth of water samples between March 13 and March 17 at the pollution control plant in Lorton, according to a March 20 memo from County Executive Anthony H. Griffin to the Board of Supervisors.

The plant, which processes about 67 million gallons of sewage a day, takes in commercial and residential waste from about half the county, including Fairfax City, Vienna and Fort Belvoir.

The samples, which totaled about 500 milliliters, were shipped to the Armed Forces Institute of Pathology in Rockville, where they will be analyzed for traces of benzoylecgonine, the main urinary metabolite byproduct of cocaine.

Murray said many other utilities in the region were cooperating but declined to name any. A spokeswoman for the Washington Suburban Sanitary Commission, which provides water and sewer service in Montgomery and Prince George's counties, said she did not know whether the agency was participating in the study.

Griffin's memo to the board was not released to the public until the day after the Fairfax sampling was completed. He did not return a call for comment.

Critics of the administration's drug policies said the effort seemed harmless enough but also wondered what it would add up to.

"It can't hurt to check," said Bill Piper, director of national affairs for the Drug Policy Alliance, a nonprofit group committed to ending the federal government's war on drugs. "I'm skeptical that it can be a useful gauge for policy analysis."

The wastewater research had its genesis in Europe. Last year, scientists of the Mario Negri Institute for Pharmacological Research in Milan tested the waters of the Po River in northern Italy, to surprising results. According to the Times of London, they concluded that the Po carried the equivalent of about four kilograms of cocaine and estimated that the 1.4 million young adults living in the Po River Basin were consuming about 40,000 doses a day, more than twice the existing national estimates.

To confirm the findings, the researchers studied wastewater from smaller cities in other regions of the country, including Sardinia. After allowing for the difference between water from the Po and undiluted sewage, they said that the results were similar.

Dude, whats mine say?

Ah, another weekend in the books. A great one at that I should add! Started it off with a relaxing, yet fun, mountain bike ride up at Shaeffer Farms in Maryland. A few fellow DC Tri people joined in to enjoy the Spring weather on two wheels. You could call this ride a good "shakedown" for the group as the number of mechanicals and bad luck events were abundant.

In no particular order:
  • Bringing SPD cleats for TIME pedals = lots of sitting down on the bike
  • Busted front shock(me!) = No cushion for anything bigger than a twig, weee
  • Broken Chain at the start of the ride = A nice walk back
  • Broken freewheel in the middle of the ride = An even longer, but equally nice walk back
  • Dead car battery = jumper cables, stat.
This morning, after a night of "wild partying" and crashing at Ryan S-dizzle's crib I pulled out an even nicer ride outside of my alma-mater deep in the George Washington National Forest. Originally, I was planning on hookin up with some studly H-burg locals...but after learning of their planned route of rocky, super technical ridge lines, I opted for the 'ol standby. I wasn't really sure how my bike, specifically my front suspension, or myself would hold up so early in the season on such rocky trail. I didn't want to be THAT GUY, yet. I'll keep that for the Tour De Burg, babyyyyy! I think I made a wise decision. On that note, the weather is getting nicer by the day, and the temps are rising. This means the start of Weekend Training camps in the GWNF...lots of camping, biking, running, and perhaps a chance for a lil skinny dipping. I've already got a few recruits lined up to "take the plunge" if you will, and experience some of the plushest and most fun trails in the region, away from it all. How about you? Interested? I've come to realize that in life if you stay in the middle of the road you're gonna get run over. That is no way I want to live my life. I've come to have a better picture of what I need, what I want, and how to get there to make me feel whole. Lately, certain situations have been holding me back from attaining those all important personal values, I have allowed myself to give in to these as I felt that through hardship may come an amazing time down the road. Apparently, sometimes hardship and indecision only breeds more of the same. I choose to be part of the solution rather than the problem. Take a stand, have some courage, and make some decisions in life. Wrong or right, its better than nothing at all.

Well, how about that...

Turns out theres a cross-country ski course on the campus!! Hope this snow hangs around long enough to get some turns in. Also, theres a path to a river trail that runs for miles and miles...should have no problem getting in some long runs as long as I don't get lost. Then again, whats adventure for anyways! Unfortunately, I watched the sunrise come up from behind a treadmill...yeah I hate myself, and those treadmills. Tomorrow's run will be moved to the outdoors, guaranteed.

Q Center


Well, just arrived at the Q Center in the middle of nowhere, Il (a.k.a St. Charles). Fly in to find it snowing of course, and it was exciting to see if our lincoln towncar was gonna make it to our place. Those rear-wheeled drive cars are terrible in wintry conditions! I rode over from the airport with a guy from New York City, and another all the way from Belgium. I expect it to be more of that with people arriving from as far as Eastern Europe and Australia for this thing. As for me, for the next two weeks I will learn everything there is to know about being a consultant...and probably, how to drink like a consultant as well. The place I'm staying is super nice, has all the amenities, but as you can see in the photos below, the rooms are a LITTLE tiny. No worries, I don't plan on spending too much time in there anyways with all the class we're supposed to be in. The picture above is the view out my room window, not bad right? Hopefully, I'll feel the need to keep updating the blog if anything other than waking up, working out, eating, and going to class takes place. We'll just wait and see...

Also, on a sidenote I am another year older as March 4th was the day of my birth. Good times. On Friday, my roomate and I threw a little b-day party/house warming extravaganza at our apartment. It was good to see everyone who came over, although we were hoping to finish off more of the keg than what was left. I am getting older, and wiser.
